What to Do With the Glop From the Gulf

Despite the fact that there appears to be no consensus as to its toxicity, the glop, along with oil-soaked pom-poms and Corexit-laced seawater, are being shipped to various landfills in the areas where they’ve been collected, so I’d like your thoughts on a few questions:

1. If a landfill in question is a Subtitle D, MSW facility, do you feel this a good idea?
a.
If you said Yes, would you levy some restrictions on its placement?
b. If so, what?
2. If you said No, what alternatives would you suggest?
3. If taken to an MSW landfill, would you support its being recovered for beneficial use?
a.
If  Yes, how would you feel about shipping the recovered materials to a waste-to-energy facility?
b. If you oppose its recovery for WTE use, why?
4. Is it time to review our approach to landfilling in light of our avowed desire to increase diversion?

I’d really appreciate your taking the time to respond, as I think the issue of disaster debris is likely to be replayed fairly regularly throughout the foreseeable future.
