Pre-bid Information Workshop and Deadline for Submittal of Questions: February 6, 2008

SMUD is soliciting qualified offers for the purpose of purchasing California Renewable Portfolio Standard (RPS)-eligible renewable energy in order to meet the District's annual renewable energy targets. SMUD is seeking eligible conventional renewable resources with the intent of negotiating and executing Power Purchase Agreements (PPAs). Conventional renewable resources and technologies include landfill gas. A separate RFO for emerging renewable technologies is planned for mid-2008.

Each renewable energy proposal in response to this RFO shall include only one project of at least one megawatt (MW) of electricity. Offers for renewable energy projects located in SMUD's Distribution Service Territory may be less than 1 MW but must be larger than 250 kilowatts.

The Pre-bid Information Workshop is scheduled for February 6, 2008 at 10:30 AM (PST) at SMUD's Headquarters Building, Conference Center - 1st Floor, 6201 S Street, Sacramento, CA 95817-1899. This workshop will also be available via Webconference. Proposals are due on April 7, 2008.

SMUD is also soliciting offers of unbundled, California RPS-eligible tradable renewable energy credits (TRECs) that can be tracked and verified by the Western Renewable Energy Generation Information System (WREGIS). SMUD's purchase of TRECs is contingent on the California Public Utility Commission's (CPUC) pending decision (R0602012) to allow utilities in California to meet (part of) their RPS goals with California RPS-eligible TRECs. In anticipation of the CPUC decision, SMUD is now requesting interested parties to submit letters of interest offering CEC RPS-eligible TRECs to SMUD by April 7, 2008. Additional details about the letter of interest will be discussed during the Pre-bid Information Workshop.

Interested parties can download the RFO documents from SMUD's Electronic Bid Solicitation System (EBSS) Web site. Registration on the EBSS site is required to access the documents. SMUD recommends that those interested in this and future solicitations list their company name in the "Renewable Power" category as well as in one or more of the following Renewable Power subcategories: Geothermal Power, Landfill Gas Power, Small Hydro Power, and Wind Power. Registered individuals will receive updated information regarding this RFO and will also receive notification of future solicitations for purchase of renewable energy resources.
