LMOP Requests for Proposals (RFPs)

Landfill gas (LFG) is an eligible renewable energy resource for all four of the following opportunities.

1) Southwestern Electric Power Company
Pre-Bid Meeting (Conference Call): May 1, 2008
Expression of Interest Forms Due: May 15, 2008
Proposals Due: May 19, 2008
American Electric Power Service Corporation (AEPSC), a subsidiary of American Electric Power Company, Inc. (AEP), is administering this RFP on behalf of Southwestern Electric Power Company (SWEPCO). This RFP seeks to acquire a minimum of 65 megawatts (MW) and up to 100 MW of new nameplate renewable energy resources that will be capable of being operational by December 31, 2010. SWEPCO expects to contract for the output of renewable energy resources acquired pursuant to this RFP by means of a long-term power purchase agreement. This RFP requests proposals from resources in which the interconnection point will be the Southwest Power Pool (SPP) bus to which the generator is electrically connected in either Texas, Arkansas, or Louisiana.

AEPSC will host a pre-bid meeting via conference call on May 1, 2008 at 2:00 PM (EDT).

  • Expression of interest forms are due by 5:00 PM (EDT) on May 15, 2008.
  • Proposals must be submitted no later than 12:00 PM (EDT) on May 19, 2008.

2) DTE Energy

Proposals Due: May 2, 2008

Detroit Edison, a DTE Energy Company, is soliciting proposals to purchase renewable energy certificates (RECs), renewable energy credits, and tradeable renewable certificates (TRCs) associated with megawatt-hours (MWh) of energy produced from qualifying renewable electric generating facilities located within the state of Michigan. To this end Detroit Edison will also consider buying energy and capacity and RECs.

Detroit Edison held a brief, optional question and answer conference on April 18, 2008. An informal Notice of Intent to Bid was due via e-mail to Ray Zoia at zoiar@dteenergy.com no later than April 17, 2008 in order to receive detailed instructions for the prebid conference. Failure to submit a Notice of Intent to Bid does not preclude submittal of a bid proposal.

Responses to the RFP are due to DTE Energy by 5:00 PM (EDT) on May 2, 2008. The RFP and additional information can be found on the DTE Energy Web site at http://dteenergy.com/supplyChain/rfp.html.

3) CPS Energy

Proposals Due: May 16, 2008

CPS Energy, the municipal electric company of San Antonio, Texas, is soliciting bids for the supply of electric energy from operators, owners, and/or developers of renewable energy generation facilities located within the ERCOT region in Texas. This RFP is seeking long term purchased power to supplement generation from existing CPS Energy facilities. CPS Energy is considering the purchase of renewable energy up to 100 MW along with the associated renewable energy credits for the units of energy generated.

Proposals must be received by 5:00 PM (CDT) on May 16, 2008.

4) Defense Energy Support Center

Proposals Due: May 5, 2008

The U.S. Defense Energy Support Center (DESC) has issued a solicitation for the procurement of RECs for ultimate transfer to the U.S. Department of Homeland Security and EPA. The contract(s) are anticipated for multiple deliveries for a total of 280,936 MWh of RECs. Requirements vary by each individual customer.

Technical proposals and final pricing must be received by 11:00 AM (EDT) on May 5, 2008.
