Republic Services LFGTE Projects in CA, GA, MO

EPA Landfill Methane Outreach Program Honors Republic with Three of Eight 2009 Project of the Year Award

The U.S. Environmental Protection Agency’s (EPA) Landfill Methane Outreach Program (LMOP) selected three Republic Services (NYSE:RSG) landfill gas-to-energy projects (LFGTE) as LFGTE Projects of the Year for 2009. Ox Mountain Landfill in Half Moon Bay, California; Jefferson City Landfill in Jefferson City, Missouri and Oak Grove Landfill in Winder, Georgia were honored today at the annual LMOP conference in Baltimore. EPA honored a total of eight projects.

Each year, EPA recognizes the latest accomplishments of landfill methane projects that have reduced emissions of methane and created renewable energy. LMOP acknowledges the projects for excellence in innovation and creativity, success in promoting project development, and achieving environmental and economic benefits.

“These successful projects represent Republic’s significant investment, commitment and ingenuity,” said Jim VanWeelden, senior vice president, environmental development and compliance for Republic. “Our long and successful history of developing and investing in gas-to-energy projects and other renewable energy solutions at landfills aligns with our overall environmental commitments. It’s what we do.”

In 2009, Republic brought 10 new landfill gas-to-energy projects online. The three award-winning projects are:

Ox Mountain Landfill: At 11.4 megawatts, it is the largest LFGTE project developed in the past five years. The seven GE Jenbacher engines represent the best available control technology, setting a new air quality standard in California. The electric output from the plant is sold to existing customers and project partners, the City of Palo Alto and Alameda Municipal Power. Ameresco, the nation’s largest independent energy services company, owns and operates the energy plant.

Jefferson City Landfill: Columbia Water & Light sought to increase its renewable energy portfolio and is buying 3.2 megawatts of electricity from this project. Landfill gas is piped three miles to a nearby state prison where a conversion plant was built and waste heat from the electric-generation engines is now recovered and used to meet the prison’s thermal needs. This renewable energy project was developed through a partnership between Republic Services, Ameresco, Columbia Water & Light and the State of Missouri.

Oak Grove Landfill: This is Georgia’s first high Btu upgrade project using landfill gas. By converting landfill gas to pipeline-quality gas, the project not only offers economic cost-savings which are passed along to thousands of Georgia residents, commercial and industrial establishments, but also provides significant environmental benefits. The high Btu facility built by Renewable Solutions Group has very low air emissions impact and at full capacity will supply enough fuel to heat 10,500 homes. The process also results in the reduction of 44,500 tons of carbon dioxide released into the atmosphere each year.

Republic Services has developed LFGTE projects at more than one-third of the Company’s 213 landfills. These 74 projects include:

 52 electric generating plants

 13 Medium Btu plants that provide LFG to industrial users

 6 High Btu plants that produce pipeline quality gas

 3 Leachate evaporators

Also, the Company combined a first-of-its-kind solar technology with an existing biogas-to-energy system to turn its Tessman Road Landfill in San Antonio, Texas into a sustainable energy park.

The 52 electric projects generate 323 MW of electricity, enough to power about 192,000 homes. The 22 other projects provide or process more than 58,000 scfm of gas, energy needed to heat almost 200,000 homes. The environmental benefits of all of the projects combined are equivalent to removing nearly 4 million cars from the road.
